Chris: I know I'm biased by doing web programming, but I actually think these basic operations are widely enough used that they would make sense to include generally (entity substitution applies nicely to XML generation as well). The actual quoting performed is very well defined and it's clear what it means. (%$, in comparison, is very difficult to interpret -- $#.##, #.##$, another currency symbol, maybe it's a currency that doesn't have cents, etc)
